High praise for L Area officers

 

L Area officers on the frontline have received high praise from senior officers and industry representatives for their excellent performance during the Tube strike and England football game at Wembley this week.

 

Tube workers went on strike for 48 hours from 7pm on Tuesday over a dispute about pay and conditions.

 

Chief Superintendent Miles Flood said:

 

“The praise you have received is absolutely deserved – you did an exceptional job in helping to keep London moving during the strike action.

 

“The feedback I have received from senior management and industry managers about the way you managed in difficult situations has been excellent. 

 

“Superintendents Shrubsole, Boothe, Hennigan and I also had the chance to visit various stations during the strikes and saw your very professional conduct and the way you interacted with passengers, staff and those participating in picket lines.

 

“I would also like to thank staff members for their efforts in getting to work despite the disruption to services.  I know a lot of you faced very frustrating delays and your commitment to getting to work and helping to ensure we could continue to deliver a first rate policing service is commendable.”

 

TfL said 160 Tube trains operated on Thursday, more than a third of the usual service, while over the two days of the strike cycle use trebled to 1.5 million journeys, 10,000 people used a free shuttle boat service, 100 extra buses were laid on and a million people used the TfL website for travel information.

 

In an email to BTP’s Deputy Chief Constable and Chief Constable following the England v Andorra football game at Wembley Stadium on Wednesday, British Transport Police Authority member and London Underground’s Director of Transport Policing and Enforcement Jeroen Weimar said:

 

“Superb performance by the BTP last night around Wembley.  All of us at TfL really appreciated your support in the run up to the event. Many thanks to the whole team.”

 

Speaking on the Football Association (FA) website, FA Chief Executive Ian Watmore offered his thanks to the London authorities and said:

 

“[Wednesday’s] attendance would not have been possible without the close co-operation of the London authorities who worked with us to overcome the challenges presented by this industrial action.

 

“I would like to thank Transport for London, Metropolitan Police, British Transport Police and Brent Council for their help in ensuring that so many supporters were able to safely get to Wembley.”

 

Talks aimed at resolving the dispute will be held next week on a date yet to be confirmed, the Rail Maritime and Transport union has announced.

Diversity Strategy launch – Area Crime Unit

 

All staff and officers who have not previously attended a diversity strategy launch are encouraged to register their attendance for the final launch to be held at CLPS from 11.15am-1pm on June 16.

 

The launch, which includes a buffet lunch of foods from around the world, will outline the Area’s commitments to diversity and inclusion.

 

Chief Superintendent Miles flood said:

“This is a final launch for the Area Crime Unit as well as anyone else who may have missed the opportunity to attend one of the previous launches.

 

“Strategies can have a tendency to sit on the shelf and collect dust but we’re determined that this one will be meaningful to officers and staff on the frontline and that you will be able to see real action in terms of the way we engage with the community, utilise the skills and experiences of our people and strive for inclusion.  I strongly encourage you to come along.”

 

DCI Kevin Shanahan will outline the action plan that accompanies the strategy, Head of the Independent Advisory Network Carl Duncan will give an overview of the role of the IAN and Chief Supt Flood will talk about the Area’s vision in terms of valuing diversity and ensuring inclusion.

 

Please register your attendance with Cheryl Stevenson by 12pm on Monday 15 June, along with any specific dietary requests. The launch will be held from 11.15am-1pm in the mess room at CLPS on Tuesday 16 June.

NPT partnership workshops to be introduced

 

Bi-weekly partnership workshops for L Area’s Neighbourhood Policing Teams (NPTs) will begin on Thursday, 25 June.

 

The workshops, which will be held at Parnell House between 11am and 2pm, will follow the fortnightly Compstat meetings and will see teams meeting with representatives from London Underground, Network Rail, local police forces and other key partners.

 

Attendees will be invited to two workshops, with the first allowing them to hear more about their local team’s activities and ask any questions they may have. The second workshop will be held around 3 months later and will follow up on issues raised at the first session.

 

Chief Inspector Paul Wilson said:

 

“The workshops are aimed at establishing more effective partnerships at a local level, both within the railway industry and outside, so NPTs can further impact on local issues.

 

“NPTs are encouraged to identify appropriate partners both from within the railway industry and outside who they may wish to invite to their designated workshop.

 

“The workshops are primarily aimed at London Underground group station managers or duty station managers, depot managers, train operating managers and station managers from relevant mainline train operating companies.

 

“Officers can also invite key partners who you already engage with or feel you should be engaging with, which might include town centre managers, bus operators and street warden managers, as well as local Safer Neighbourhood and Safer Transport Teams.”

 

Details of each team’s workshop dates are available by contacting either CI Wilson or Sergeant Judith Ericksen via email.

 

NPT sergeants are also asked to complete the proforma circulated by CI Wilson outlining who they wish to attend their workshops and return them to Teresa Meeks via email no later than two weeks before their workshop date.

Streamline Process update

 

The Streamline Process (SP) is due to be implemented by BTP on Wednesday 1 July 2009.

 

SP is a key element of the Criminal Justice Simple Speedy Summary (CJSSS) programme, which is designed to help drastically reduce the amount of time officers spend putting materials together for straightforward cases.

 

With the introduction of the programme, officers and staff are reminded that the new MG5 case summary form must be completed in all cases covered by the CJSSS and SP.

 

Also as part of the process, files must include an MG9, with details of all witnesses, as well as, where applicable, a Victim Personal Statement. This is especially important in cases where a guilty plea is anticipated, as this will ensure the court has knowledge of the impact on the victim when passing sentence.

 

All sergeants should have received a SP briefing sheet, which will soon be complimented by a hard copy power point presentation and copies of a booklet called ‘The Streamlined Process – A Guide for Practitioners’.

Area Commander’s Forum – Monday 22 June

 

The next Area Commander’s Forum will be held on Monday 22 June from 12pm to 1.30pm in the District Room, 7th floor, East Wing, 55 Broadway, SW1.

 

The forum is an opportunity for staff and officers to hear an update on the Area’s performance, ask questions on behalf of their team or station and discuss any relevant issues.

 

Chief Superintendent Miles Flood said:

 

“It’s really important that I get to hear about the issues and concerns of officers and staff at stations and so I encourage you to volunteer to come along to the forum. 

 

“It works best when people bring a list of questions and issues from those in their department or station so I encourage representatives to have a chat with colleagues before coming along.

 

“Recently we had some good debate at the forum about changes to rosters, single crew patrolling and car parking and I’m sure there are many more issues that people would like to raise.”

 

If you would like to volunteer to attend the forum please forward your name to your head of department or OICs who should then email the names of attendees to Donna Augustus by Friday 19 June 2009.

Performance Appraisals and Reviews due

 

The deadline for completed Individual Performance Appraisals (IPAs) or Performance Development Reviews (PDRs) for the 2008/2009 performance year is Friday 19 June.

 

Completed paper copies of your review should be sent to the HR Department at Parnell House (DX 155680 Westminster 10), marked for the attention of Eleanor Ross, HR Administrator.

 

Please ensure that you keep a copy for your own records as any future applications for transfer, promotion, or self-development will require a copy of your review as a supporting document.

Working and Well – free health checks

 

Get a free health check at FHQ on Friday 19 June when the next Working and Well open day takes place.

 

The health check includes height, weight and body mass index measurements, and blood pressure tests and advice if it’s outside the normal range.

 

It also includes cholesterol and blood glucose tests, and waist measurement checks, which can indicate the risk of future coronary heart disease.

 

The event is open to all staff, officers and their families, with a focus on men’s health, and will feature advice and information on healthy living, as well as housing options, financial advice, and free head and neck massages.

 

Private sessions are available with a nurse to discuss any particular health issues and the Anthony Nolan Trust will also be in attendance for those interested in registering as potential bone marrow donors.

High Potential Development Scheme

 

Officers are being encouraged to apply for the High Potential Development Scheme before 17 June.

 

The scheme, open to officers of PC or sergeant rank, is aimed at individuals with the desire, commitment and potential to reach senior officer levels and progress to the Association of Chief Police Officers (ACPO).

 

Applications should be supported by an officer’s sector Chief Inspector, line manager and the Area Commander.

Xmas Eve racist rant sees man fined

 

A man who assaulted and racially abused staff at Archway Tube station on Christmas Eve has been ordered to pay over £900 in fines and compensation.

 

Volodymyr Dozhdzanyuk (40) of Levison Way, Archway, was sentenced at City of Westminster Magistrates Court on Monday 11 May.

 

PC Mark Jenkins, of the Community Safety and Workplace Violence Unit, said: “Dozhdzanyuk, who had been drinking, entered Archway station around 9.45pm on Christmas Eve last year and proceeded to racially abuse a female member of staff in the ticket hall before turning his racial abuse towards a cleaner.

 

“He then struck the cleaners arm, causing him to drop a telephone he was using, before leaving the station and continuing his racist ranting.”

 

Staff reported the incident to BTP officers, who seized CCTV images and circulated them on police intelligence systems.

 

Officers received intelligence to suggest that Dozhdzanyuk was employed as a contractor by rail companies, after which he was subsequently identified and arrested.

 

Dozhdzanyuk appeared in court on 11 May and pleaded guilty to common assault and to two counts of racially aggravated disorderly behaviour.

 

He was fined £465 for the count of common assault and fined £100 for each of the two charges of racially aggravated disorderly behaviour.

 

He was also ordered to pay £100 compensation to each of his victims as well as £87 court costs, bringing the total of his fine to £952.

Health & Safety e-learning reminder

 

A reminder to all staff and officers that BTP’s online health and safety courses are compulsory and must be completed as part of the Force’s health and safety training requirements.

 

L Area Health and Safety Officer Graham Lovell said: “It is essential that everyone completes this training as BTP has a legal requirement to ensure that everyone is given training and information on a number of core issues.

 

“The courses cover fire safety and evacuation, manual handling, visual display unit use and workstation health and safety.”

 

Fifty-seven per cent of the Area still need to complete the fire safety and evacuation modules; 61 per cent still need to complete the safe manual handling course; 64 per cent still need to complete the Visual Display Unit (VDU) and workstation health and safety module, and 59 per cent need to complete the VDU and workstation risk assessment.

 

All managers must also complete the Risk Assessment for Managers module.
