[1] POLICE ACCOUNTABILITY REPORT

 

Former Home Secretary David Blunkett launched his ‘A People's Police Force: Police Accountability in the Modern Era’ - a proposal for a renewed and revitalised structure for police answerability direct to the public.

The APA issued a news release welcoming the report including the recommendation that direct elections to police authorities is dropped.

ACPO also released a response to the report.

The Today programme on Radio 4 also covered the story and gave high profile to the report’s positive recommendations about police authorities.

[2] CHIEF OFFICER PAY AND REMUNERATION

 

APA Chair, Bob Jones, and Ann Barnes, Chair of the APA People Policy Network, have sent a letter to police authorities regarding chief officer pay and remuneration.  The letter was discussed during the APA Council meeting this week, and received the support of Council members.

[3] ANNUAL CRIME STATISTICS

 

The Annual Crime Statistics were released by the Office of National Statistics.

The APA issued briefing to police authorities and a news release to welcome the increase in public confidence.

The Home Secretary later released a letter to highlight his interest in public confidence and to highlight the excellent progress that he feels is being made.

The Today programme also covered this issue in a report, including an interview with Gulshan Kayembe, the Chair of Norfolk Police Authority.  The report highlighted the difficult issues facing authorities and forces in increasing public confidence in policing.

[4] APA ANNUAL CONFERENCE 2009

 

The APA Annual Conference 2009 will take place in Nottingham at the Crowne Plaza Hotel, on Wednesday 25 and Thursday 26 of November.  Police authorities will want to note the dates of the conference in their diaries, if they have not already done so. 

 

We look forward to providing police authorities with further details on the conference programme in due course, including details of website booking – a facility which was successfully introduced for the first time last year.

[5] APA CONFIDENCE CONFERENCE

 

The APA is working with Connect Public Affairs to organise a conference on `Restoring Public Confidence` on Wednesday 9 September at the Royal Geographical Society in London.  Police authorities who book by Thursday 23 July will receive an early bird discount of 15%.

The Keynote speech will be given by the Policing Minister David Hanson.  Other speakers will include:

 - Chris Grayling MP, Shadow Home Secretary

 - Martin Davis, Head of Engagement and Partnerships, MPA

 - Steve Mortimer, Programme Director Citizen Focus and Neighbourhood Policing, NPIA

 - Everett Henry, Head of Equality Diversity and Human Rights, NPIA

 - Mike Ainsworth, Office of Criminal Justice Reform

 - Cllr Richard Kemp, Deputy Chairman, Local Government Association

The APA hopes the event will bring together criminal justice and community safety agencies to debate what can be done to improve public accountability, drive up confidence and deliver genuine improvements in public perceptions.

             

We would be very grateful if police authorities were able to forward the conference information to local partners such as forces, local councils, CDRPs and LCJBs.

[6] LGA SAFER COMMUNITIES CONFERENCE

 

Police authorities have been invited to attend the Local Government Association’s Safer Communities Conference and Exhibition, on Tuesday 13 and Wednesday 14 October, at the Marriott City Centre, Bristol.

This year’s conference will hear from a number of key safer communities’ professionals including ministerial sessions from the likes of Alan Campbell MP, Chris Huhne MP, Chris Grayling MP and other representatives from local government and the private and third sector including Ben Page, Irene Lucas and Julie Spence.

[7] ARTICLE ON CRIME MAPPING

 

Fraser Sampson, Chief Executive of West Yorkshire Police Authority, and Fiona Kinnear, Research Director at the Authority have written a report ‘Plotting Crimes; Too True to Be Good? ‘The Rationale and Risks behind Crime Mapping in the UK’, which has recently been published by the Oxford University Press.
