The UK's population is expanding rapidly, increasing the burden on police budgets, most notably for new accommodation and vehicles.
 
Some key indicative figures for England and Wales, adjusted for the period 2006 to 2026 include:
 
  • 5.5m more people (c10% increase)
  • 4.5m more dwellings (c22.5% increase)
  • 23,000 more staff potentially
  • £1.1bn potential minimum capital cost for accommodation and staff set up costs
  • £1.2bn potential additional revenue cost (Gross Revenue Expenditure)
  •  
    Legislation provides for some of the capital expenditure required by forces to meet these demands to be recouped from developers.  
     
    Evidence of an inconsistent and piecemeal approach by forces to engaging with local authorities in town planning processes (and accessing funds) prompted the development of the Strategic Growth Toolkit (SGT).  The APA has been involved with the Association of Chief Police Officers (ACPO) in developing the Toolkit via the Corporate and Business Policy Network and I now send you the document for consideration and feedback.
     
    The Toolkit is intended for intranet access, hence distributed across so many separate Word documents in the attachments I send you.   This is, however, only about a third of the total number of chapters comprising the SGT, with the remain docs available upon request.  Of the attachments provided I suggest you refer in the first instance to doc: 01 Main Toolkit.doc.  This provides an excellent overview of the Toolkit's purpose and rationale.  Refer to the appendice docs as required.
     
    Toolkit Description:
     
    A national Police approach has been developed to collate and develop work being done independently by some Forces, to ensure community safety is recognised and consistently and robustly reflected in emerging national, regional & local planning policies. In particular, it is important that the Police service is included in definitions of infrastructure to enable us to access developer contributions for capital expenditure, and that our justification and basis for seeking contributions is robust.

     

    This Toolkit has been developed to equip Forces with the necessary guidance and templates to pursue both policy recognition and developer contributions locally. It highlights the recommended activity internally and externally to maximise opportunities from engagement with the planning system. It also includes a new formula to assess the impact of growth based on population change. The Toolkit has been endorsed by leading planning Counsel.

     

    The Police need to be engaged with Local Authorities critically over the next 12 to 24 months, to ensure our needs are reflected in the new Community Infrastructure Levy (due out in 2010) and existing S106 developer contribution agreements, as Local Authorities now plan infrastructure needed to support long term strategic growth. There are also opportunities arising from growth to develop/strengthen partnership working and co-location locally, collaboration regionally, and a need to ensure our property strategies reflect growth as a key significant future risk for property provision across a Force area.

     

    Forces should use this Toolkit, and to familiarise themselves with growth plans locally, to assess the impact of that growth, to identify a growth lead in Force,  to work in collaboration with regional Forces and MSFs where practical, and most importantly, to engage the planning system locally. There will be no benefits without effective engagement. Forces should engage in a “hearts and minds” campaign to persuade local authorities and a wider audience of the need for contributions towards policing.

    1)  APA Council, at its meeting on Wednesday 15 July will be asked to endorse the SGT, subject to consultation feedback from Police Authorities.  ACPO seek to publish the document in September and Authority feedback will contribute to any modifications prior to this as necessary.
     
    2) CONFIDENTIALITYNot all chapters of the SGT guidance document will be publically released as some of the material, particularly methodology, is sensitive.   Specifically, some of the documents provide notes specific to police forces that could either be mis-interpreted or attempts made by external organisations with an interest in challenging the police case for access to developer contributions – such as developers/land owners and local authorities - to use them against forces.  An externally facing document is currently under development and all the material included with this email should be treated as confidential to Police Authorities in the mean time.
