Please find attached a copy of
the police authority inspection framework which has today been
published by the joint inspectors. You may have already received this
directly from the Audit Commission/HMIC earlier today, but we
are circulating this separately to ensure that all police authorities
have sight of it.
The final document has made
some changes from the consultation document to deal with concerns raised by
police authorities and the APA. For instance, the compromise suggested
about peer officers and peer members has been accepted, such that officers will
be advisers to the inspection team, while members will be peer inspectors.
Some changes have also been made to the key questions and criteria to overcome
detailed points made by authorities during the consultation. However, some
aspects have not changed, including proposals to round scores up and
down.
The other key document which
has not yet been published is the guidance to inspectors. This document
will contain the more detailed information about the performance descriptors for
the assessment criteria, and we are currently trying to ascertain from
inspectors when it is likely to be available. We will let authorities know
when we have this information.

Association of Police Authorities (APA) represents all police
authorities in England,
Wales and
Northern
Ireland. It has two main functions: to act as the national voice of police
authorities and influence the national agenda on their behalf; and to help
police authorities do their job locally through the development of guidance and
advice on national policing, criminal justice and community safety related
issues.
