The APA does not have a clear position on the future of pay and reward for police officers and police staff, reducing the effectiveness of the organisation.  This is particularly evident in tripartite fora where discussion is increasingly focused on the future shape of policing and what it means to "professionalise" the service. 
 
Pay and reward structures are a critical enabler of change that should be designed with an outcome in mind.  For the Tripartite this means develping a vision of what we want modern policing to "look like" and using an holistic approach to identifying opportunities for change.
 
Importantly, the Tripartite also needs a position on the future of pay and reward to engage strategically with police officer and police staff trade unions during formal negotiations, specifically at the Police Negotiating Board (PNB) and Police Staff Council (PSC). 
 
To address the situation, the People Policy Network (PPN) is embarking upon a project to develop an APA position on the future of pay and reward.  Although on the agenda for some while, the initiative has assumed momentum recently following a PNB strategy session orchestrated by Phil Blundell, Chair of the official side, and a current Home Office exercise to review pay structures, albeit in a narrow sense.  The APA is involved in this latter project and, to contribute effectively, needs a sense of its own objectives and outcomes.
 
We must move ahead quickly.
 
The outcome of this initiative will be the development of an APA-agreed set of principles, priorities and parameters on the future pay and reward that enable progress toward the organisations vision for policing in the UK.
 
The position developed will closely inform and guide the APA's ongoing discussions with Tripartite partners and within PNB/PSC on pay and reward issues.
 
Consultation Approach
 
Two workshops will be undertaken to glean the views of Police Authorities on the relevant issues and Members participation is strongly encouraged. 
 
A single Member from each Authority is invited to participate in one of the two workshops as follows:

The workshops will be facilitated by Members of the PNB, Ann Barnes (Chair of PPN), Faith Boardman, and Malcolm Doherty.

More information about the workshops, including a project brief will be sent out to registered participants prior to the sessions. The project brief is also available to non-participating Members upon request from Anthony Gibbons.  Venue details for the northern workshop will also be made available once confirmed.
