You will be aware that following an announcement within the recent Policing Green Paper, the NPIA has been developing an Equality Standard for the Police Service (ESPS). 

 

The ESPS is essentially a performance improvement tool which focuses on particular areas of concern where that have historically caused difficulties for policing. The ESPS involves every business area in a force and requires evidence of delivery; the envisaged benefit being that by this regular consideration an improvement in core business delivery is realised.

 

The ESPS is now at the field test stage and these will take place during April, May and June 2009 within the following forces:

  • Cleveland
  • City of London
  • Devon & Cornwall
  • Derbyshire
  • GMP
  • Kent
  • MPS
  • Lancashire
  • Northumbria
  • North Wales
  • Sussex 

In advance of the field tests, the NPIA have just released all of the proposed frameworks which will be piloted.  This will obviously be of interest to not only the authorities of those forces which will be piloting them, but also other colleagues, as the current project plan states that NPIA will be rolling out the ESPS in October 2009 in advance of the HMIC Workforce Inspection in 2010. 

 

The attached 'zip' file includes all the relevant framework information and guidance notes, and I have also attached a general briefing and guidance document which NPIA have prepared, this includes contact details for the NPIA project team.  All of this information is also available on the APA website members area via:

Finally, those authorities whose force is involved in the field tests will want to be aware of two Field Test Opening Workshops.  These are being held at Harrogate on 30 March and Ryton on 2 April, and we highly recommend that authorities send a representative.  The workshop programme is attached, and more information is available within the briefing.
