The 2010 Comprehensive
Spending Review (CSR) will be impacted by a drive for savings across the public
sector. Expect little, if any new
funding for policing in the medium to long term and increased pressure for
efficiency savings in the short term.
Ø
Financial restructuring is
necessary to offset reduced investment income and increased risk against lower
borrowing costs.
Ø
Anticipate the loss of
special grants.
Ø
Expect pressure to reduce
council tax revenue.
Ø
Efficiency savings will be
imperative for most Authorities just to “stand still” financially. Authorities and Forces need to
understand and engage with initiatives such as the Workforce Efficiency and
Finance Strategy and Workforce Modernisation.
Ø
As part of the search for
efficiency, expect increased political pressure for collaboration, mergers and
more effective procurement
strategies.
