The Audit Commission yesterday published their Comprehensive Area Assessment ('CAA') Framework document, after a period of consultation dating back more than a year, during which time some of the original proposals have changed.  CAA is an ambitious attempt to make area-based assessments of propsects for localities.  It is substantially an assessment of local authority performance, but it also looks at partnership performance, where this contributes to local authority outcomes (e.g. through Local Area Agreements or CDRPs).  This includes consideration of both police and police authority performance where this impacts of partnership work.
 
A significant proportion of the information on which the Audit Commission will rely will come through Use of Resources audits of partner bodies, but reference will also be made to other 'organisational' assessments and inspection judgements about partner performance in relation to how this impacts an area.  The way in which this will work is set out in more detail in the attached document, and authorities might also find it useful to refer to the following page on the Audit Commission's website, which contains a number of supporting documents and other information about CAA:-
 
 
The new CAA arrangements come into effect on 1 April 2009 and the Audit Commssion expect to publish their first reports on their assessment of each area in November 2009.
