There are fifteen places for membership of BTPA, including a chairman and a deputy chairman, appointed by the Transport Secretary. Members are required to have knowledge of a range of views from the rail industry and rail passengers. Vacancies are publicly advertised by the Department for Transport and filled when required.

Lew Adams (member with knowledge and experience of employee matters) was General Secretary of the Train Drivers Union ASLEF. In this position he provided leadership and direction for the Union through the turbulence created by the Railways Act 1993 which led to the privatization of Britain’s railways. He played a key role in the development of new Industrial Relations and Safety procedures which operated in the rail industry following the the 1993 Act and is considered to be an expert on both subject.
Mr Adams is a past chairman of the BRB Pensions Management Committee, and is currently member of Friends of the National Rail Museum and patron to Transport Benevolent Fund.
Ms Banerjee is no stranger to the rail community, having served as a non-executive director at the Strategic Rail Authority between 2000 and 2005. She brings to the BTPA her extensive experience from several non-executive appointments, including chairing Postwatch and Carnegie Trust, and directorship of the Sector Skills Development Agency and Channel 4 Television. She spent 25 years with BT and more recently served on the board of Ofcom.
Aside from the BTPA, she also serves on the boards of the Newham Primary Care Trust and the Peabody Trust. Her appointment at the BTPA will be for four years from December 2008, with the option to renew for a further four.
Patrick Butcher joined the Board of Network Rail as Group Finance Director in 2009. He previously held the position of Finance Director at English Welsh and Scottish Railway (now DB Schenker) between 2004 and 2008. Before this he was Finance Director at Mapeley Ltd, London Underground and King’s College Hospital . His early career was at Deloitte & Touche as a management consultant and auditor. Patrick is a Member of the Institute of Chartered Accountants (South Africa ).
Patrick was appointed to BTPA’s membership on 1 September 2011.
Howard Collins has been a BTPA member with knowledge of rail industry affairs since September 2009. He became Chief Operating Officer of London Underground in March 2009, taking place at the head of a team of 12,500 staff. He has more than 30 years of experience in public transport including buses and the Docklands Light Railway, and has worked in almost every operational role within London Underground. He is also on the board of the London Transport Museum.
Colin Foxall has been with British Transport Police Authority since April 2005, serving as a member with knowledge of passenger interests in Wales. Outside of BTPA, he is chairman of Passenger Focus, where he chairs the board and the Statistics Governance group, and is a non-executive director of Radian Asset Assurance Ltd.
As well as being a member of the Authority, Elizabeth France is Chair of the Office for Legal Complaints, which runs LeO (the Legal Ombudsman service); Chair of the UK Public Affairs Council; Vice President of Aberystwyth University and a member of the General Assembly of Manchester University.
Until 1 July 2009 Elizabeth was Chief Ombudsman and Chief Executive of the Ombudsman Service Ltd., which provided the Telecommunications Ombudsman Service (Otelo), the Energy Ombudsman Service and the Surveyors Ombudsman Service. She was a Non Executive Director of the Serious Organised Crime Agency from 2005-2010.
Elizabeth began her career in the Home Office, resigning to become the Data Protection Registrar in September 1994 and becoming Information Commissioner in January 2001.
Elizabeth has been awarded honorary doctorates by the Universities of De Montfort, Loughborough and Bradford and is a Fellow of Aberystwyth University. In June 2002 she was awarded a CBE, for services to data protection.
David is UK trains director for Keolis UK, majority owned by SNCF, overseeing any new rail business acquisitions. He has been working in the rail industry for 38 years, with a career that has taken him from platform to board room. He has held a number of senior posts in the industry, most notably from the onset of privatisation where he was managing director of First North Western and then Southern.
Following these roles David joined National Express in 2003 as divisional director north where he was Chairman of ScotRail, Central Trains, Midland Mainline and Maintrain, before moving on to become managing director of NX’s trains division. He then spent six months in Sweden in the role of interim CEO running the Stockholm metro, before joining Keolis in August 2011. He became the Institution of Railway Operators’ chairman on 1 January 2011.
David was appointed to BTPA’s membership on 1 September 2011.
Michael Holden has extensive experience in managing railways and railway projects within the UK and Europe. He started his early career with British Rail as a Traffic Student in 1978, progressing through a variety of local management roles in different regions to become Divisional Operations Manager for the South West Division of Network South East. In 1994 he joined the newly created Railtrack as Production Manager for the South West Zone, subsequently becoming Zone Director for East Anglia and finally Regional Director Southern, transferring to Network Rail in 2002.
In 2003 he was appointed Managing Director of Connex South Eastern, one of the UK’s largest and most complex train companies, and immediately found himself negotiating the transition from that franchise into a period of state ownership. He created South Eastern Trains and ran it successfully for a lengthy period until it was re-franchised in April 2006. During this time significant improvements were made in operational and financial performance, as well as in customer satisfaction, and new fleets of trains were successfully introduced into service in difficult circumstances.
In 2006 he set up his own railway management consultancy service, Coledale Consulting, and has continued to run this. He specialises in providing strategic advice to clients on commercial and operational matters, and leading bid teams for franchise and concession competitions. His work has taken him to Scandinavia, Spain and Ireland as well as in the UK.
Michael is a non-executive director of East Coast Main Line Company, the current operator of the Inter City East Coast franchise, and is also a non-executive director of the holding company, Directly Operated Railways.
Michael is married with three children and lives in Woking, Surrey. He is a trustee of Railway Children, the voice for streetchildren worldwide. He is also Chairman of Railway Children Trading Ltd and Railway Children Ball Ltd. In what is left of his spare time he is a qualified judge/starter for the Amateur Swimming Association, Technical Organiser for Woking Swimming Club, and Treasurer of Pinewood Gymnastics Club. He is currently Chairman of Woking 41 Club.
Michael holds a degree in Business Studies from Portsmouth and is a Fellow of the Institution of Railway Operators.
Neil Scales OBE (member with knowledge of the rail industry) is Chief Executive and Director General of Merseytravel, which incorporates the Merseyside Passenger Transport Executive and Merseyside Passenger Transport Authority (PTA).
Under Neil, Merseytravel has been transformed into one of the best transport authorities in the UK, being recognised as PTA of the Year in 2004 and 2005. Merseytravel and its Local Authority partners were awarded a double ‘excellent’ from the Department for Transport for the Merseyside Local Transport Plan (LTP) for 2006-2011 and for the implementation of the LTP for 2001-2006.
Neil has responsibility for the successful delivery of transport policies across Merseyside, including the Local Transport Plan, across bus, rail, ferry and tunnel services, as well as the supporting infrastructure.
Before joining Merseytravel, Neil was an independent transport and engineering consultant, carrying out work for the World Bank on various projects across Europe.
Wendy became a Member of the Authority in July 2004. She is a former deputy chair of the Police Complaints Authority where she had overall responsibility for supervising investigations into the most serious complaints and non complaint matters involving the police and investigations concerning Chief Officers. Previously she was a member of the Parole Board and has also spent 25 years working in Human Resource management, mainly in the retail sector dealing with managing change and establishing HR and training functions. Other relevant experience includes three years as a magistrate. Currently she is also a board member of the Security Industry Authority and an assessor at the senior police assessment centres for the NPIA.
Wendy holds a degree in chemistry and a masters degree in management.
Anton Valk is Chief Executive Officer of Abellio Group, the international subsidiary of Dutch state-owned rail operator Nederlandse Spoorwegen. He started the company in 2002 from scratch with a small team; Abellio now operates the Merseyrail and Northern rail franchises in 50/50 partnership with Serco, and was recently awarded the Greater Anglia franchise starting in February 2012. The company also operates buses in London and trains and buses in Germany and the Czech Republic.
Prior to joining the railways in 1998, Anton had a long standing career with many years of international executive directorships in new media and telecoms, building a reputation of creating partnerships through high level stakeholder management and successfully developing and operating joint venture companies. He holds an engineering degree at Delft University of Technology
Anton was appointed to BTPA’s membership on 1 September 2011.
Jeroen has been Managing Director of Serco’s UK transport business since March 2010. His responsibilities include the National Traffic Control Centre, the Docklands Light Railway, national motorway traffic infrastructure services, the installation and maintenance of road safety cameras throughout the UK and Serco’s joint ventures with NedRailways that operate Merseyrail and Northern Rail.
He was previously Chief Operating Officer, Surface Transport at Transport for London, a position he assumed in January 2007. At TfL his responsibilities included transport policing and community safety, regulation and licensing of taxi and private hire industry, congestion charging operations and implementation of the Low Emission Zone, civil traffic enforcement across London’s major road network and revenue protection on London’s bus network.
At BTPA, he is an industry representative responsible for improving relationships between the rail industry and BTP, and delivering efficiencies across BTP.
