Patrick Butcher
Patrick Butcher joined the Board of Network Rail as Group Finance Director in 2009. He previously held the position of Finance Director at English Welsh and Scottish Railway (now DB Schenker) between 2004 and 2008. Before this he was Finance Director at Mapeley Ltd, London Underground and King’s College Hospital . His early career was at Deloitte & Touche as a management consultant and auditor. Patrick is a Member of the Institute of Chartered Accountants (South Africa ).
Patrick was appointed to BTPA’s membership on 1 September 2011.

David Franks
David is UK trains director for Keolis UK, majority owned by SNCF, overseeing any new rail business acquisitions. He has been working in the rail industry for 38 years, with a career that has taken him from platform to board room. He has held a number of senior posts in the industry, most notably from the onset of privatisation where he was managing director of First North Western and then Southern.
Following these roles David joined National Express in 2003 as divisional director north where he was Chairman of ScotRail, Central Trains, Midland Mainline and Maintrain, before moving on to become managing director of NX’s trains division. He then spent six months in Sweden in the role of interim CEO running the Stockholm metro, before joining Keolis in August 2011. He became the Institution of Railway Operators’ chairman on 1 January 2011.
David was appointed to BTPA’s membership on 1 September 2011.

Wendy Towers
Wendy became a Member of the Authority in July 2004. She is a former deputy chair of the Police Complaints Authority where she had overall responsibility for supervising investigations into the most serious complaints and non complaint matters involving the police and investigations concerning Chief Officers. Previously she was a member of the Parole Board and has also spent 25 years working in Human Resource management, mainly in the retail sector dealing with managing change and establishing HR and training functions. Other relevant experience includes three years as a magistrate. Currently she is also a board member of the Security Industry Authority and an assessor at the senior police assessment centres for the NPIA.Wendy holds a degree in chemistry and a masters degree in management.

Jeroen Weimar
Jeroen has been Managing Director of Serco’s UK transport business since March 2010. His responsibilities include the National Traffic Control Centre, the Docklands Light Railway, national motorway traffic infrastructure services, the installation and maintenance of road safety cameras throughout the UK and Serco’s joint ventures with NedRailways that operate Merseyrail and Northern Rail.He was previously Chief Operating Officer, Surface Transport at Transport for London, a position he assumed in January 2007. At TfL his responsibilities included transport policing and community safety, regulation and licensing of taxi and private hire industry, congestion charging operations and implementation of the Low Emission Zone, civil traffic enforcement across London’s major road network and revenue protection on London’s bus network.
At BTPA, he is an industry representative responsible for improving relationships between the rail industry and BTP, and delivering efficiencies across BTP.
