This committee oversaw the Authority’s Human Resources policies and procedures, and monitored such aspects as BTP’s employment policy, its development plan and its diversity and equality strategy. It held its final meeting on Tuesday 23 February 2010.

Lew Adams
Lew Adams (member with knowledge and experience of employee matters) was General Secretary of the Train Drivers Union ASLEF. In this position he provided leadership and direction for the Union through the turbulence created by the Railways Act 1993 which led to the privatization of Britain’s railways. He played a key role in the development of new Industrial Relations and Safety procedures which operated in the rail industry following the the 1993 Act and is considered to be an expert on both subject.
Mr Adams is a past chairman of the BRB Pensions Management Committee, and is currently member of Friends of the National Rail Museum and patron to Transport Benevolent Fund.

Christine Knights
Christine Knights is a former member of the British Transport Police Authority. After an early career spanning government, industry and education, she joined Consumers International in 1994. Since then she has worked to promote the interests and rights of consumers abroad and in the UK for a variety of consumer organisations.
She has been involved in the development of consumer policy, consumer organisations and advice bureaux. Ms Knights chaired the Rail Passengers Committee for North Eastern England and is now a board member of Passenger Focus. She is currently a member of the RSSB Rail Personal Security Group and the Community Safety Steering Group, and was formerly a member of the BTP Committee.
Christine’s term as a BTPA member came to an end on 30 June 2010.

Wendy Towers
Wendy became a Member of the Authority in July 2004. She is a former deputy chair of the Police Complaints Authority where she had overall responsibility for supervising investigations into the most serious complaints and non complaint matters involving the police and investigations concerning Chief Officers. Previously she was a member of the Parole Board and has also spent 25 years working in Human Resource management, mainly in the retail sector dealing with managing change and establishing HR and training functions. Other relevant experience includes three years as a magistrate. Currently she is also a board member of the Security Industry Authority and an assessor at the senior police assessment centres for the NPIA.
Wendy holds a degree in chemistry and a masters degree in management.

This committee monitored and reviewed the following:
- BTP’s employment and retention policies and strategies;
- BTP’s training and development plans;
- BTP’s Diversity and Equality strategies and policies to implement them;
- Actions arising out of any specific Management reviews within the Terms of Reference;
- Actions arising from Staff Attitude Surveys and/or Cultural Audits;
- Relevant HMIC recommendations.
This committee decided upon
- Major changes to pay and conditions of all staff;
- Relevant Force policies, such as Health and Safety, Diversity and Equality;
- The Authority’s own policies towards HR issues.
